Kevin Kline is a consummate professional in every way, and maybe the only person who could straddle this movie’s refusal to decide between goofiness and hard-edged criminal/political intrigue. Honestly, it’s like someone forced David E. Kelley to do a version of Serpico. Pretty impressive performances also from Mastrantonio and Rod Steiger; everyone else seems as confused as the script.
